    On 11 December 2000 Council created the School of Community Medicine, Health Services Management & Medical Education within the Faculty of Medicine effective from 1 January 2001, as a result of the disestablishment of the schools of Community Medicine, Health Services Management and Medical Education (resolution CL000/88). At the time it was noted that following advice from the Faculty of Medicine Board the name of the school would be revised and thus it seems to have taken some time before the merger was completed. On 25 February 2002 Council approved the change of name of the school to the School of Public Health and Community Medicine with effect from 26 February 2002 (resolution CL002/8d). The first head of school was Professor Anthony Zwi. In 2008 the head of the School of Public Health and Community Medicine was Professor Raina MacIntyre. Controlling Organisation: UNSW - 01/01/2001-

    On 12 March 1956 following a grant of 55,000 pounds received from the Kellogg Foundation, the NSW University of Technology established the School of Hospital Administration to provide graduate level training for hospital administrators throughout Australia. (resolution 737; The University of New South Wales, c.1961: 95) Administratively the School was placed with the Faculty of Commerce. The foundation professor was Dr S B Hatfield (resolution 774), a medical graduate of the University of Sydney who had studies hospital administration at John Hopkins University. (Willis, A H. The University of New South Wales. The Baxter Years: 76) From 1957 the School offered courses leading to a Master of Hospital Administration and a Certificate of Hospital Administration, as well as an extramural in-service training course through the School's Department of External Studies on behalf of the statutory health authorities in New South Wales, Victoria, and Western Australia which was a prerequisite for the diploma issued by the Australian Institute of Hospital Administrators. (The University of New South Wales, c.1961: 95; Handbook for External Students, 1978: 4 V56/2) In August 1967 the Kellogg Foundation made a grant of $330,060 for the strengthening and expansion of the graduate programme in education for hospital and health care administration. At the same time the School was transferred from the Faculty of Commerce to the Board of Vocational Studies. (Willis: 163) In September 1968 Council approved the introduction of the Bachelor of Health Administration degree. (resolution 68/169) On 12 May 1969 Council changed the name of the school to the School of Health Administration. (resolution 69/93) In 1970 it introduced a graduate diploma for practising health administrators as well as a Master of Health Administration which either could be completed through coursework or by research. (Submission to the Faculty of Professional Studies Review Group by the Faculty of Professional Studies: 2, 8 SRF - Professional Studies, Faculty of) Administratively the School was placed with the Board of Professional Studies during 1974, and with the Faculty of Professional Studies from 1975. At a Council meeting on 5 June 1989 it was resolved that the School of Health Administration should be renamed the School of Health Services Management. (resolution CL 89/60) On 2 December 1996 as part of the UNSW 2000 planning exercise Council resolved to disestablish the Faculty of Professional Studies from 1 January 1997 and transfer the School of Health Services Management to the Faculty of Medicine. (resolution CL96/88/3; Uniken 6 December 1996: 4) On 11 December 2000 Council resolved (resolution CL000/88) to disestablish the schools of Health Services Management, Community Medicine, and Medical Education from 1 January 2001 and combine all the schools into a school with the interim name of School of Community Medicine, Health Services Management and Medical Education. The school name became the School of Public Health and Community Medicine and the health services management, medical education and community medicine programs were absorbed into the school.     The proposal to establish a university health service was first discussed at a meeting of the Board of Prince Henry Hospital on 20 June 1961. A proposal for such a scheme had been prepared for discussion by Dr T B McMurray at the request of the Chief Executive Officer of the hospital, H H Dickinson. In a letter to the Vice-Chancellor, Professor Baxter, dated 23 June 1961 Dickinson wrote that Dr M Napthali could be made available to implement the scheme if the university so desired. (CN1160/324 File: 00024968) The Personnel Sub-Committee at its meeting on 12 December 1961 recommended under item X. (a) that the University accept the offer of the Board of Prince Henry Hospital to make available the services of Dr Napthali to establish and operate a student medical service (no salary cost involved in 1962); (b) that the following positions be established: (1) Nursing Sister (enquiries to be made from Prince Henry Hospital to see whether initially they can make one available); (2) Office Assistant/Typist; (c) that the above service be located for administrative purposes within the Division of the Registrar. At its meeting on 12 March 1962 Council approved the creation of the service (resolution 62/4 (i)). Dr Napthali commenced duty on 27 August 1962. (CN1160/324 File: 00024968) A press release was issued on 12 September 1962 announcing the establishment of the service which was free of charge to students (CN1160/324 File: 00024968). While the Student Health Service officially commenced receiving patients from the first week of October 1962, patients were seen during the preceding several weeks, its initial setup period. The role of the service was to provide first aid and to treat general medical and surgical complaints with specialist support from Prince Henry Hospital. It was emphasised that it was not to be a replacement for private or community health services. (V67 Student Health Service Annual Report 1963) On 13 May 1963 Council appointed Dr Napthali as the first Director of the Student Health Service. (resolution 63/60) He retired in 1980 and was succeeded by Dr Geoffrey Hansen. (V67 Student Health Service Annual Report 1980) The Student Health Service began to be referred to as the Student Health Unit from around 1968. (UNSW Calendar 1968: A115) In a letter to Dr Hansen dated 13 January 1989 the Registrar, Ian Way, stated that from 1 March 1989 the Student Health Unit would be replaced by the University Health Service and Dr Hansen would be designated as Director of the Service. Under a licence agreement with the university the service would operate as a private medical practice and the patients would be designated private patients. The doctors would not be obligated by the university to see patients on its behalf. Patients would be bulk billed under the Medicare scheme.     The Faculty of Medicine was formally approved by Council on 11th July, 1960 (resolution 60/62i). Functions within the Faculty had, however, already been in operation, with the first Dean, Professor F. F. Rundle, being appointed from 1st May, 1960, and the inaugural Faculty meeting taking place on 23rd June, 1960. The initial schools within the Faculty were Anatomy, Medicine, Pathology, Physiology and Surgery. In 2013 the Faculty of Medicine, administered by Dean Professor Peter Smith, included four Schools, five Clinical Schools and eighteen Centres.     On 22 January 1973 Council approved the creation of a Centre for Medical Education, Research and Development (CMERD) to be located within the Faculty of Medicine. A crucial component of the Centre was to be the Regional Teacher Training Centre, which was established at the same time (resolution 73/6iii). At the same meeting Council approved the appointment of Professor F. F. Rundle as Director of the Centre (resolution 73/6iv) and he took up this position on 27 July 1973. On 12 September 1983 Council approved a proposal whereby the centre became the School of Medical Education (resolution 83/76d). On 11 December 2000 Council disestablished the School of Medical Education - as well as the School of Health Services Management and School of Community Education - to create the combined School of Community Medicine, Health Services Management & Medical Education effective 1 January 2001 (resolution CL000/88).     The School of Community Medicine was created by Council on 10 September 1973 (resolution 73/187) within the Faculty of Medicine. Initially the dean of the faculty, Professor Robert Walsh, was acting head of school and it was only in 1976 that Professor Ian Webster was appointed to the head of school position. On 11 December 2000 Council disestablished the School of Community Medicine - as well as the School of Health Services Management and School of Medical Education - to create the combined School of Community Medicine, Health Services Management & Medical Education effective 1 January 2001 (resolution CL000/88).
