    Description
    This series consists of the Reports of the Working Parties of the Academic Planning Committee of ADFA, reporting to the Professorial Board of UNSW. The Academic Planning Committee (APC) was involved with the detailed planning of courses, and these working parties were established to take a focused look at the curriculum for specific fields: Arts/Science; Behavioural Science/Management, English Communication; Computer Science; Electrical, Electronic and Commuinications Engineering; Aeronautical and Mechanical Engineering. Notices of the Meetings of some of these Working Parties are held with their associated "objectives" or "recommended topics". The material is typed and arranged in folders in chronological order. Reports, in a similar format to committee minutes, are held for the meetings. Later meetings have agendas followed by the attached papers, and then reports. The agendas show the issues to be discussed; the reports show the meeting's attendees and topics discussed; and the papers consist of reports or other submissions that were to be discussed by the party. The final records in this series are from the 10 May 1983 meeting. These reports do not refer to a conclusion of the working parties' activities but the APC's work was concluded in August 1983, therefore the working parties would have been required to deliver their final reports prior to this date.

Full title from import file: Property Department (1958 - 1970) / Property Division (1970 - 1984) / Property Department (1984 - 1990) / Property & Works Department (1990 - 1994) / Facilities Department (1994 - 2003) / Facilities Management (2003 - 2017) / Estate Management (2017 - ) </import_note> One of the objects of the NSW University of Technology Act 1949 was that the university provide 'facilities for higher specialised instruction and advanced training in the various branches of technology and science in their application to industry and commerce' (UNSW Calendar 1950:9). While the Buildings and Equipment Committee as a Standing Committee of Council had oversight of the development of the Kensington site, post-war shortages meant that the university initially had to utilise existing technical and educational facilities administered by the Building and Sites Branch of the NSW Department of Technical Education. Construction of new buildings was the responsibility of the NSW Department of Public Works. (The University of New South Wales - Its History and Progress: 6 -7; V583 Manual for General Information for Officers 1951: 137). The Division of the Bursar was established through Resolution 427 (Council Meeting, 10 May 1954) under Section 27 of the Technical Education and New South Wales University of Technology Act, 1949 (Act No. 11, 1949). After the 'Appointed Day' of 1 July 1954 the Bursar was responsible for 'buildings and sites' although most functions such as maintenance of buildings and equipment remained with the Department. The position of Assistant Bursar (Buildings and Grounds) was created and first occupied by R G Sutton on 25 January 1955. (McLintock, Rae. The Development of the Buildings and Grounds of the University of New South Wales: 19) The establishment by the Commonwealth Government of a system of triennial funding on the recommendations made by the Committee of Enquiry on the Australian Universities, also known as the Murray Report, in September 1957 saw the need for the property functions within the Division of the Bursar to expand considerably. (McLintock: 19) At its meeting on 18 March 1958 the Personnel Sub-Committee discussed the 'Creation of Building Planning and Development Section - Establishment of Buildings Branch and Transfer of Buildings Administration from Department of Technical Education'. One recommendation was 'That a Property Section be created within the Division of the Bursar under the Assistant Bursar (Buildings and Grounds)'. It would comprise two clerks and a shorthand-writer/typist. At its meeting on 12 May 1958 Council accepted the recommendations (resolution 58/36). This saw the creation of three sections: Building Planning and Development, Buildings and Grounds (Maintenance) and Property.\r\n\r\nOn 13 July 1970 Council restructured the Division of the Bursar as the Division of the Assistant Principal and Bursar. It was to contain a Property Division to be headed by R K Fletcher, Business Manager (Property) 'covering buildings and grounds matters'. (resolution 70/94) On 12 March 1984 Council reorganised the central administration of the university into two divisions - Administration and Planning and Information - with a reorganisation of functions that had once been undertaken by the divisions of the registrar and the bursar. The Property Department was located within the portfolio of the Deputy Principal (Administration). (resolution 84/5; UNSW Annual Report 1985: 9, 66-67; Focus 16 March 1984: 4-6)\r\n\r\nAt its meeting on 2 February 1987 Council approved that from 1 August 1987 the position of Deputy Principal (Administration) be redesignated as Deputy Principal as Deputy Principal and Registrar and the position of Registrar as Academic Registrar. (resolution 87/7; Focus 13 February 1987: 4) From that date in official publications the division was designated as the Division of the Deputy Principal and Registrar (UNSW Annual Report 1987: 9, 77; UNSW Calendar 1988: 83) The Property Department remained within the Division. (UNSW Annual Report 1987: 77; UNSW Calendar 1988: 85 - 86) In early 1990 the Department comprised the Property Administration Branch, the Accommodation and Works Branch, the Space Management Unit, the Property Maintenance Branch, and the Safety Unit. (04/17/1 Administration Manual: Section P Issued 3/90) On 17 September 1990 Council agreed to the Vice-Chancellor's recommendation that the central administration of the university be reorganised once again. The Division of the Deputy Principal and Registrar was renamed the Division of the Registrar and Deputy Principal. (resolution 90/84) One aspect of the reorganisation was that the Property Department was renamed the Property and Works Department. One of the reasons for the reorganisation was to meet the needs of a major capital works program and new initiatives in the property area. A new unit, known as the Major Works Branch, was created within the Department. (resolution 90/84; Focus 24 August 1990: 3; UNSW Annual Report 1990: 179-180) From 6 July 1992 the capital works function of the Property and Works Department was transferred to the Deputy Vice-Chancellor (Academic Affairs). (Focus 8 May 1992: 11-13; UNSW Annual Report 1992: 171) On 15 February 1994 the Department changed its name to the Facilities Department to bring it into line with similarly named departments in other Australian universities. (Focus 25 March 1994: 1) On 1 September 2003 the Facilities Department was divided into two distinct units: Facilities Management, and Facilities Planning and Development. Both units reported to the Deputy Vice-Chancellor (Resources), Dr Alec Cameron.     This series consists of the minutes and papers of the Vice-Chancellor's Advisory Committee (General). The material is typed and arranged in manilla folders in chronological order. The minutes indicate meeting date, time and place; those present and apologies; and matters discussed by the Committee, while the papers consist of reports or other submissions that were to be discussed by the Committee. Initially separate minutes were kept on equipment approvals and personnel matters to reflect the fact that discussion on these issues had been undertaken in different parts of the meeting. Minutes for these items have therefore been kept as distinct series until the beginning of 1981 for personnel (see series 270) and mid-1985 for equipment (see series 267 and 271), when these minutes (although still created separately) began to be retained within the VCAC (General) material. From 1987 all issues were integrated into one set of minutes, but listed under different headings. By 1998 these distinctions had been removed from the minutes completely.

    This series consists of the notes, the informal minutes, of a Small Committee to Discuss Computer Planning. This Committee was an unofficial subcommittee of the Ad Hoc Committee to Report on First Year Teaching of Computing [AGENCY824]. At the 28 April 1981 meeting of that Committee, the Chair, Professor Vowels, asked Dr David C. Hunt to convene another, smaller committee to discuss possible upgrades to the present University computing facilities.

The minutes are separate, and indicate meeting date, time and place; those present and apologies; matters discussed and resolutions passed by the Committee. The agendas show the issues that were to be addressed, while the papers consist of reports or other submissions that were to be discussed by the Committee. Item 2837/03 Agendum Paper 1/85, Budget Estimates, was distributed in 1984 and discussed at the meeting held on 14 January 1985. This committee facilitated development of the Agreement, and precedes its signing. A major point of focus is funding for the future Academy. Documents are typed and in chronological order.     This series consists of the Minutes, Agendas & Papers, as well as terms of reference and membership, for the Academic Planning Committee of ADFA, reporting to the Professorial Board of UNSW. The material is typed and bound with string, arranged in folders in chronological order. Only the minutes for the meetings on 10 May 1983 and prior are held. For the following meeting, only the agenda and the papers are held, but for subsequent meetings, the agenda for that meeting appears first, followed by the minutes for the previous meeting, and then the papers associated with the next meeting. The agendas show the issues to be discussed; the minutes show the meeting's attendees, topics discussed and resolutions reached; and the papers consist of reports or other submissions that were to be discussed by the committee. The last meeting (16 August 1983) papers includes the final version of the Report to the Professorial Board, which is the fulfillment of their terms of reference. A final bundle of documents including the terms of reference, membership resolutions and appointments, and other correspondence, is held, which comes from the files of the Pro-Vice-Chancellor Professor Ray Golding.

    The Media Liaison Office was established on 31st October 1988 as a result of the Vice-Chancellor disestablishing the Public Affairs Unit, via the report of the Committee to Review the Public Affairs Function. The first Media Liaison Officer was Aviva Lowy, who reported to the Deputy Vice-Chancellor Jarlath Ronayne. At the time it was noted that the office will assist the Vice-Chancellor in publicising the research, teaching and community activities of the university and is charged with improving links between the academic staff of the university and members of the media (UNSW 1988 Annual Report, p 101, Focus 4 November 1988). From 16 September 1991 responsibility for the Media Liaison Office was moved to the Pro-Vice-Chancellor (Research & Development) (Focus 23 August 1991). The title of the Pro-Vice-Chancellor's position was changed to Deputy Vice-Chancellor at the Council meeting on 4 November 1991. After Professor John Niland took over as Vice-Chancellor on 6 July 1992, the Media Liaison Office reported directly to the Vice-Chancellor (Focus 8 May 1992). From 1 November 1995 the Media Liaison Office became the responsibility of the Pro-Vice-Chancellor (Development) (Vice-Chancellor's Advisory Committee 1 November, 1995). In the Working Party Report on Chancellery Services & Administrative Support Technology Report released on 10 July 1997 it was recommended that the News Service and Media Liaison Office be amalgamated. This was approved by the Vice-Chancellor in UNSW2000 Implementation Minute 25 (released on 6 November 1997) and delegated to the Pro-Vice-Chancellor (Development). Implementation Minute 66 indicates that these changes were to occur by February 1998. As a result, the Media Liaison Office appears to have been absorbed into the Office of Public Affairs & Development and thereby effectively ceased to exist as a separate entity.
